TECHNICIAN POSITION FOR THE PROJECTS NEMOR-OBSERVATORI AND TERRAE (REF. 26-046- 90037)

CREAF is seeking for a technician to work in the NEMOR-OBSERVATORI (Network for European Moutnain Research), with ref. 90037 funded by Ministerio de Ciencia, Innovación y Universidades, and the TERRAE project (Digital Twins-Enabled Rural Resilience in Agricolture and forEstry) with ref. IV00212 and funded by European Commission.

The Mountain Observatory of Catalonia is a knowledge and monitoring platform that will collect data on mountain regions to support sustainable development, informed decision-making, and effective territorial policies. It will connect research, public institutions, and local stakeholders to address environmental, social, and economic challenges in mountain areas.

TERRAE will support EU rural communities in their transition towards sustainability and resilience in key sectors such as agriculture and forestry through its novel Rural Digital Twin (RDT) leveraging on the power of data, AI, simulation and 3D modelling. TERRAE will co-design, co-develop and co-assess its RDT with the communities of 5 rural areas, and then transfer it to 4 other rural areas, to further demonstrate its replicability and effectiveness in supporting community-driven decision making on specific needs of each territory.

A full-time contract is offered (37.5 hours per week) with planned incorporation in September 2026 for 4 months, with the possibility of extension if the budget allows. The offered salary is € 42.606,73 gross per year (corresponding to category T1).

MAIN FUNCTIONS:

NEMOR-OBSERVATORI

To set up the Mountain Observatory, which, as stated in the draft of the High Mountain Law, has the following main functions:

  • Detect or propose actions of interest and select those that are considered to have a strategic vocation.

  • Prepare the report of actions with a strategic vocation when they are interdepartmental in nature or when they are of a local nature, but the promoter is not in a position to be able to prepare it.

  • To promote the preparation of the report of actions with a strategic vocation by the departments, when these are of a sectoral nature; and by other promoters, when they are local.

  • To prepare the proposal for a six-year strategic action plan.

  • Directing and coordinating the execution of strategic actions that are of an interdepartmental nature.

  • Prepare the documentation and carry out the necessary procedures to access possible sources of funding and calls for aid in the case of actions included in the Plan of strategic actions conditional on obtaining co-financing. In this sense, the contracted technician will actively collaborate with the coordination of the NEMOR network to find international collaborations that can facilitate access to these sources of funding.

  • To draw up an annual monitoring report on the implementation of the Plan.

  • Coordinate the spaces of governance established by law

  • To monitor the actions that are being carried out within the framework of the Pyrenees Strategy.

  • Regular meetings with the DGPM to detect the needs and priorities of the DGPM. Regular meetings will be scheduled with the DGPML in order to establish what the priorities are for the Directorate General.

TERRAE

  • To participate in all global project meetings, and any extra meeting related to the Pilot in Àger.

  • To coordinate WP8 “Final evaluation, impact assessment and generalization”, which involves four tasks and most project partners.

  • To be responsable of delivering D8.1 “Final Validation impact assessment” in M48.

REQUIREMENTS:

  • Demonstrable experience in multi-stakeholder processes and organizational change management:

    - Leadership in transformation projects in complex environments, both in the public and private sectors.

    - Coordination and facilitation of multidisciplinary teams.

  • Ability to design strategies, formulate success indicators and measure impact:

    - Implementation of agile methodologies and design of systems for operational excellence.

    - Definition of metrics and KPIs for project monitoring.

  • Demonstrated ability to energize and coordinate teams and strategic projects:

    - Experience in executing interdepartmental initiatives and managing efficient workflows.

    - Experience in facilitating collaborative work sessions and promoting self-organization

  • Advanced command of English and Catalan, both written and spoken:

    - Experience working in international and local environments, with effective communication in both languages.

  • Advanced competence in digital management and analysis tools:

    - Familiarity with visual management methodologies and productivity tools (preferably Kanban).

  • Driver's license and flexibility to travel according to the needs of the project.

ASSESSABLE CONDITIONS:

  • Residence or availability to travel to La Seu d'Urgell or its surroundings.

  • Basic knowledge in database management and data analysis:

    - Previous experience in technological environments that require data handling.

  • Knowledge or interest and predisposition to acquire skills in the use of GIS tools (preferably QGIS)

  • Priority will be given to candidates with a recognized and certified disability of 33% or higher, provided that the disability is compatible with the proper performance of the position.

SELECTION PROCESS AND CRITERIA:
